Why The HVI?
The HVI is expected to improve targeting of food aid and other development interventions. Previously, vulnerability assessments have not been quantitative and therefore made effective targeting of interventions difficult.
Therefore categorising household vulnerability is important as households affected by HIV and AIDS are not at the same level of need, neither is that need synonymous with vulnerability. Empirical evidence shows that not all HIV-affected households are food insecure and that many unaffected households are actually food insecure. This runs contrary to generalised labelling of AIDS-affected households as vulnerable and in need of food security.
